About the Brazilian case: The decision to block VPNs had no effect, as this part of the decision was revoked hours later by the Brazilian judiciary itself. The only remaining restriction on VPNs was the ban on Brazilian accounts using Twitter through VPNs, under penalty of fine. But the Judiciary had no way of investigating this and would only impose a fine in an isolated case.
